ALL-STAR / A LEAGUE GUIDELINES

 

The USSSA Baseball All-Star / A League Program is designed to be hassle free with the understanding that less government is better. The rules by which a league is required to follow are very liberal because USSSA fully understands that what may  work in California or in Texas may not work for an All-Star / A League in Iowa.

 

A League Requirements & Regulations

 

    Leagues that meet the following Requirements & Regulations are eligible to become a USSSA “Sanctioned” All-Star / A League. Member teams are eligible to compete in league play and tournament play and each USSSA All-Star / A League will qualify All-Star / A teams for USSSA All-Star / A State Championship Tournament and / or USSSA All-Star World Series play.     

 

1.       All-Star / A Leagues must register all teams within the league ages 4U -18U, not a portion of or a division of, for the league to be eligible to award USSSA All-Star / A State Championship Tournament and / or USSSA All-Star World Series berths. “Sanctioning” of an All-Star League requires 100% team registration participation.

 

2.   All-Star / A Leagues are for USSSA “A” classified teams as per USSSA Classification

     guidelines.

a.      Teams formed from recreation level drafted leagues, and

b.      Teams with restricted rosters and frozen player limits, and

c.       Teams with geographic boundary limitations, and

d.      Teams that are not classified as “Major”, “AAA” or “AA” by USSSA.

 

3.       All-Star / A Leagues may play the “regular season” by any rules of play approved by the All-Star / A League Board of Directors or Chief Officer. Although USSSA recommends play using the USSSA National Bylaws & Rules, it is not required.

 

4.       All-Star / A Leagues must submit all proper forms and sanction / registration fees to Iowa USSSA Baseball by May 1st of the current season year.

 

B.  Player Eligibility Requirements & Regulations

 

     Players that meet the following Requirements & Regulations are eligible to play on an All-Star / A team representing a USSSA All-Star / A League in USSSA All-Star / A State Championship Tournament and / or USSSA All-Star World Series play.

 

1.       Players must not be older than the legal participation age for the age division.

 

2.       Players must have participated on a registered “A” classification team from the USSSA All-Star / A League.

 

3.       Players must have participated in at least 50% of the registered “A” classification team’s “regular Season” games with the exception of a verifiable injury forcing otherwise.

 

4.       Players must not have participated on a USSSA classified “Major”, “AAA” or “AA” team after December 31st of the current season year.

 

 

NOTE:       The USSSA current season year starts on August 1st and finishes on July 31st. The Fall Season starts on August 1st and finished on December 31st and the Spring Season starts on January 1st and finishes on July 31st. For the purpose of the Requirements & Regulations a player may play the Fall Season on a “Major”, “AAA” or “AA” team but must leave the team as of January 1st to retain All-Star Eligibility Status. The “spirit” of this rule is to keep the All-Star classification pure with All-Star League players only.

C.  USSSA All-Star / A State Championship Tournament 

1.     All-Star / A Leagues may draft, choose or pick All-Star team(s) players by any means, system or format approved by the All-Star / A League Board of Directors or Chief Officer as long as such method is used consistently age division by age division throughout the All-Star / A League. All-Star / A team rosters may include up to twenty (20) players. 

2.    All-Star / A Leagues may have more than one All Star / A League teams participate in the All-Star State Championship. 

3.    Iowa USSSA uses Pool Play / Single Elimination format in its All-Star / A State Championship Tournament.  Every team will be guaranteed 3 games.  Pools will be seeded by blind draw and the Championship Bracket will be seeded following USSSA National Bylaws & Rules 8.03.M.

4.     All-Star / A teams will be awarded USSSA Points for USSSA All-Star / A State Championship Tournament participation based on final standings.

5.    All-Star / A teams must be entered into the USSSA All-Star State Championship Tournament by their All-Star / A League Chief Officer. The Chief Officer must submit an Entry Form and a signed copy of the Official All-Star / A Team Roster for each team to the Iowa USSSA Baseball State Office no later than 10 DAYS prior to the start date of the USSSA All-Star / A State Championship Tournament.

6.   To obtain complete Iowa USSSA All-Star / A State Championship Tournament information including locations, dates, venues, itineraries, etc. and entry forms, visit the Iowa USSSA Baseball web site “State Tournament” page at www.iowausssa.com.

D.  USSSA All-Star / A World Series 

1.        Iowa USSSA will award USSSA All-Star World Series berth(s) to any team(s) finishing in the top 25% of the final standings of the Iowa  USSSA All-Star / A State Championship Tournament.

2.       Additional At-Large USSSA All-Star / A World Series berth(s) may be awarded pending approval of Iowa USSSA Baseball.

3.   All-Star / A teams may add additional player(s) to their Official All-Star / A Team Roster prior to participating in the USSSA All-Star World Series.

a.   When an All-Star team qualifies for a USSSA All-Star World Series, the team roster will be frozen immediately and all players on the team’s Official All-Star Team Roster will be bound to the qualified All-Star team for the remainder of the current season year (July 31st).

b.   All-Star teams that have roster openings (20 player maximum) shall be allowed to add up to three (3) players to the qualified roster, all players added to qualified rosters must meet the following requirements:  

1.    Player(s) must not be on another qualified team’s roster within USSSA.

2.      Player(s) must have participated on another registered “A classification team from within the same All-Star / A League during the “regular season” for the current season year.  

NOTE:  In the case of divisional or inter-locking schedules in or between All-Star League(s), any team played during the “regular season” shall constitute from within the same All-Star League for the purpose of this rule.

c.   The State Director and / or Director of League Operations have the authority to approve or disapprove all roster additions.

d.   Team Managers are responsible for all aspects of the eligibility of the players on his / her team and that they meet the requirements set forth. This includes but is not limited to; age eligibility and classification of previous team(s) a player(s) may have played on during the current season year within USSSA. Approval of roster additions by the State Director and / or Director of League Operations does not release the Team Manager of these responsibilities.  

4.   USSSA uses a Pool Play / Double Elimination format in its All-Star World Series. Every team will play three (3) pool games then be seeded into either a double elimination championship or consolation bracket guaranteeing each team five (5) games. The number of entries will dictate the exact format (e.g.; number of pools, quantity of teams in each pool, etc.).

5.   Pools will be seeded using USSSA Points and the Championship and Consolation Brackets will be seeded following USSSA National Bylaws & Rules 8.03.M.

6.   All-Star teams must be entered into the USSSA All-Star World Series by their All-Star League Chief Officer. The Chief Officer must submit an Entry Form and a signed copy of the Official All-Star Team Roster for each team to the Iowa USSSA Baseball State Office no later than the seventy-two (72) hours prior to the entry deadline as listed on the Official World Series web site.
